Committees Guiding Bond Projects

Bond Oversight Committee
The Bond Oversight Committee (BOC) is a group of 12 volunteers from Boardman, Heppner, Irrigon, and Lexington, created as part of the voter-approved bond measure. The committee will oversee the design and construction process through the completion of the bond projects, scheduled for fall 2029.
The BOC meets quarterly and will monitor implementation of the bond program to ensure accountability, fiscal transparency, and public trust. Meetings are facilitated by Wenaha staff.
Design Advisory Committees
Design Advisory Committees have been established for the voter-approved bond projects in Boardman, Heppner, and Irrigon to help guide the vision and design of school facilities. The DACs bring together a diverse group of participants to collaborate on design goals, look at cost frameworks, and refine concepts that will shape the future of the schools.
Committees include school staff, parents, students, community members, and city representatives, along with the Morrow County School District core team, project management team Wenaha Group, and the project architect SĀJ Architecture. The DAC workshops include open discussion, hands-on activities, and community feedback.
Each of the three committees work collectively but will also focus on the individual school project in their community.
Community Bond Advisory Committee
The Community Bond Advisory Committee (CBAC) was a group of 19 volunteers from Boardman, Irrigon, Heppner, and Lexington established in January 2024 to review school facilities, consider options for financing a bond, develop a long-term plan to address capital improvement projects, and potentially recommend a bond package that could be submitted to voters.
Comprehensive reviews of all MCSD schools and facilities were conducted by certified assessors from the Oregon Department of Education. CBAC members reviewed these facility assessments, toured buildings with school principals, reviewed bond financial options, and prioritized projects.
The CBAC developed bond draft recommendations which they presented to the MCSD Board of Directors in January 2025. Morrow County voters approved the bond measure in May 2025.
