Four outstanding educators from Morrow County School District will be honored with Crystal Apple Awards on Monday, May 11. The Annual Crystal Apple Awards recognize exceptional educators who go above and beyond in their dedication to student success.
This year’s honorees include:
Christina (Tina) Crowell, counselor at Windy River Elementary School
Jennifer Pope, English Language Learners teacher at A.C. Houghton Elementary School
Stefanie Spivey, social studies teacher at Heppner Jr./Sr. High School
In addition, Dave Fowler, Career and Technical Education Manufacturing teacher at Heppner Jr./Sr. High School, will receive the Legacy Award. This honor recognizes his many years of dedicated service within the district and his lasting contributions to generations of students. Fowler was also named Regional CTE Educator of the year in 2025.
As we take time this week Teacher Appreciation Week to recognize the incredible work educators do every day, we are proud to celebrate these individuals who truly exemplify excellence in education.

Tina Crowell is a Counselor at Windy River Elementary School. She has worked for the district for eight years. Unwaveringly supportive, compassionate and professional are words that describe Tina and her important presence at Windy River. Tina’s office is a welcoming space where students can seek guidance, understanding, or simply a quiet place. Her dedication to student success is evident in her proactive approach -- checking in, collaborating with families and teachers, and helping students become more confident and engaged. “She understands that academic achievement begins with emotional safety, and she works tirelessly to ensure every student feels seen, heard, and valued.”
Jennifer Pope is an English Language Learner (ELL) Teacher at A.C. Houghton Elementary School and has worked five years for Morrow County School District. Jennifer leads a thriving ELL program at the school, building strong, trusting relationships with students and families. She maintains high expectations while providing an inclusive environment where all students feel safe, valued, and empowered. Known for engaging instruction and excellent classroom management, Jennifer’s students realize strong outcomes with the language skills for academic success. Jennifer mentors several fellow teachers. Her professionalism, enthusiasm, and collaborative spirit leave a lasting impact on students, families, and colleagues alike.
Stefanie Spivey is a Social Studies Teacher at Heppner Jr/Sr High School. She has worked for the district for five years. A strong leader, Stefanie knows how to challenge and motivate students to do their best. She connects real-world experiences to the classroom and has led students in projects honoring veterans where they gain appreciation for service, sacrifice, and civic responsibility. She actively contributes at the state and national levels to improve educational practices and opportunities. “Stefanie represents the type of educator every district hopes to have -- knowledgeable, hardworking, and deeply committed to helping students succeed.”
