
Bond Update - May 21, 2025
Morrow County School District is awaiting the results of the May 20th election regarding Measure 25-104, the district’s General Obligation bond. As of Wednesday, May 21st, the bond was narrowly passing with 50.25% yes votes and 49.75% no votes.
According to Morrow County Elections, ballots that were postmarked on Election Day may arrive in the next few days and will be counted on May 28th. At 5 PM on May 28th, Morrow County Elections will issue updated results. Official certification of the election results will occur on June 16th. According to election law, the bond will pass with a simple majority vote, which is 50% of the votes counted plus one additional vote.
Why a proposed bond?
Facility assessments indicate multiple MCSD schools are at end of life for structure & operating systems.
The proposed projects include:
Irrigon Jr/Sr High School – due to severity of structural issues, replace school to provide modern educational environment for students ($74,000,000)
Riverside Jr/Sr High School – remodel and build addition for more classroom space & gym to support future enrollment ($75,900,000)
Heppner Jr/Sr High School & Heppner Elementary – remodel Jr/Sr High to become a K-12 campus, resulting in reduced costs to operate one school & a safer location for elementary students ($50,500,000)
Sam Boardman Elementary – make parking/traffic flow improvements including a dedicated bus loop for safety ($5,000,000)
District-wide – make security & safety improvements including secure main entry, cameras & door access control at A.C. Houghton Elementary, Irrigon Elementary, Morrow Education Center, Sam Boardman Elementary & Windy River Elementary ($5,000,000)
